Mr. Wesley provides
clients with strategic advice through a wealth of experience in
business, administrative, public policy and legislative matters at the
state and local levels. Primarily engaged as general counsel, Mr.
Wesley advises businesses, professional and individuals on a broad
range of matters, including corporate and administrative law, financial
transactions, business formations, real estate, compliance and wealth

Prior to entering the
practice of law, Mr. Wesley worked for a global financial services firm
which provided advice to prominent corporate, institutional and
governmental clients. He now advises clients on economic and community
development projects and public-private partnership matters as well as
the fundamental matters that affect individual and corporate entities.
He has advised localities on the establishment and management of
multiple tax litigations focused on the delivery of marketable titles
as the cornerstone for redevelopment of blighted neighborhoods. Mr.
Wesley has also participated in all aspects of the formation of
businesses, including among others, a nationally recognized newspaper
publication and a high-technology business incubator. He has served as
issuer's counsel on hundreds of millions of dollars of financings.
the Virginia General Assembly, principally on telecommunication
matters, Mr. Wesley helps his clients achieve legislative objectives,
employing his experience of the complex issues and landscape of the
legislature. Early in his career, Mr. Wesley served as a Clerk of
House Committees of General Laws, Courts of Justice and Militia and
Police of the Virginia General Assembly.
Mr. Wesley has been a
Commissioner in Chancery of the Circuit Court of the City of Richmond
since 1992. He has served on the Third District Disciplinary Committee
of the Virginia State Bar and the Executive Committee of the Old
Dominion Bar Association. Mr. Wesley is presently serving on the Board
of Visitors of Radford University by appointment of Governor Kaine and
the Board of Directors of Richmond Eye & Ear Hospital Authority by
appointment of Governor Warner. He is also a member of the Judicial
Nominations Committee of the Virginia State Bar.
Mr. Wesley is
an active member of Sigma Pi Phi Fraternity. He has served on the Board
of Visitors of Virginia State University and as director of numerous
boards, including the Richmond Community Hospital Foundation, the
Friends Association for Children, the Metropolitan Business League, the
Greater Richmond Chamber of Commerce and the Metropolitan Richmond
Convention and Visitors Bureau, among others. Mr. Wesley has taught as
an Adjunct Professor in the Schools of Business of Virginia
Commonwealth University and Virginia Union University.
